§ 20115. Programs Authorized.
Notwithstanding any provisions of law to the contrary, the Department
shall, as it deems necessary, augment, establish and maintain such programs
and services for youth as provided in '§ 20104, 20116 and 20117 of this
Chapter; provided that it shall not duplicate existing programs of other
agencies of the government of Guam.
