§ 20602. Definitions.

Unless the context otherwise requires, the definitions set forth in this Section govern the construction

of this Article.

(a) Records means document, book, paper, photograph, sound recording, or other material,

regardless of physical form or characteristic, made or received pursuant to law or in connection with

the transaction of official business. Library and museum material made or acquired and preserved

solely for reference or exhibition purposes, extra copies of documents preserved only for convenience

or reference, forms and stocks of publications are not included within the definition of records and are

referred to herein as non-record materials.

(b) Agency means:

(1) any department, office, commission, board or other government of Guam.

(2) the office of the Recording Secretary of the Guam Legislature.
