§ 7117. Construction.
This Chapter shall be liberally construed to accomplish its purpose of promoting employment security
by increasing placement opportunities through the establishment and maintenance of a system of free public
employment offices. All doubts as to the proper construction of this Chapter shall be resolved in favor of
conformity with the requirements of the Wagner-Peyser Act.
