"Physical health" means a health condition that the medical community treats as distinct from mental or behavioral health care. "Physical restraint" means any manual method or physical or mechanical device, material, or equipment attached or adjacent to an individual's body that the individual cannot easily remove and restricts freedom of movement or normal access to one's body. "Physical restraint" does not include a seat belt if it is used during transportation of an individual and the individual has access to the mechanism that releases the seat belt. "Public safety answering point" or "PSAP" means the primary answering location of an emergency call that meets the appropriate standards of service and is responsible for receiving and processing those calls and events according to a specified operational policy.
