§ 4981.28.

(A) The general assembly hereby finds and declares that it is in the public interest

for private corporations or organizations to participate in the providing of rail

service through the financing, design, construction, reconstruction, operation, and

maintenance by private persons of all or part of a rail system, whether as system

owners, lessees from the Ohio rail development commission, or agents for the commission. (B) To the extent that any provisions of sections 4981.28 to 4981.34 of the Revised Code conflict with any state or local statute, regulation, or ordinance, the provisions

of sections 4981.28 to 4981.34 of the Revised Code are controlling.
