§ 5501.16.
The director of transportation may appoint a chief clerk, who shall be exempt from
civil service requirements or regulations. The director may appoint a secretary to the director and a secretary to each assistant
director. Secretaries so appointed shall be exempt from civil service requirements or regulations.
