§ 5525.21.

In conjunction with the requirements of section 153.011 of the Revised Code , the director of transportation may, in connection with any bridge project for which

a contract has been entered into, authorize in writing the use of a minimal amount

of foreign steel products if either of the following is true: (A) The cost for each contract item used does not exceed one-tenth of one per cent of

the total contract cost, or two thousand five hundred dollars, whichever is greater.  For the purposes of this section, the cost is the value of the steel product as

delivered to the project. (B) The director determines that specified steel materials are not produced in the United

States in sufficient quantity or otherwise are not reasonably available to meet contract

requirements.
